Beginning in 2003, HDL provided design services for this 1-mile extension of Seldon Road from Wards Road to Church Road through steep, forested terrain. The design was performed in accordance with DOT&PF and FHWA standards to allow for multiple funding sources. In 2006 and 2007, HDL provided construction administration services for the Matanuska-Susitna Borough.
During the geotechnical investigation, test pits were excavated for material analysis for the large fills. This project required numerous adjustments to the line and grade to balance the excavation and fill quantities to minimize construction costs and impacts to the surrounding subdivision.
To minimize project costs, HDL worked closely with the adjacent property owner to select an alignment off the section line to go around a large hill. The section line was vacated and transferred to the adjacent property owner in partial trade for the road right-of-way. This alone saved over $500,000 in earthwork costs.
