Originally constructed in 1950, the Sterling Highway is a part of the National Highway System and serves as the only ground link to many of the major communities on the western Kenai Peninsula. For many years, the Alaska Department of Transportation and Public Facilities has recognized the need for improved safety and traffic flow for the portion of the Sterling Highway between Sterling and Soldotna to accommodate increased traffic from community growth, recreation, and tourism.

The study identified a broad range of alternatives and costs, which—if constructed—would provide the maximum safety benefits and a highway level of service of C or better for the life of the project. HDL’s primary objective was to prepare the Preliminary Decision Document and Preliminary Engineering Report. These reports supported the Environmental Document as legally defensible documents in accordance with the National Environmental Policy Act.
