As the first task of HDL’s Innovative Term Agreement for Central Region Construction Administration Services, HDL was sent to Koliganek to oversee the runway rehabilitation and extension of the runway safety area. The project was funded by the Federal Aviation Administration and included an in-river gravel material source, embankment and grading work for runway and RSA extensions, re-grading and resurfacing the runway, taxiway, and apron surfaces, surface course, dust palliative, runway and taxiway edge lighting, access road reconstruction, apron tie downs, culverts, fencing, and markings. The project also included a new snow removal equipment building, airport electrical support facilities, a fuel tank, new wind cones, a rotating beacon, and runway end identifier lights.
DOT&PF oversaw the winter gravel extraction and turned the project over to HDL in May 2015 to inspect and document the construction. HDL set up an on-site material testing laboratory and performed all material testing. Close coordination with local maintenance and FAA was required as half-width construction was used during the busy air traffic summer season. The project was constructed safely without an incident and was completed on time despite challenges with the in-river gravel material source and a limited construction season. Final stabilizations was completed and the project accepted in July 2016. The project obtained timely receipt of the Materials Diploma and only minimal review comments from the Central Region’s Quality Assurance Section. HDL assisted DOT&PF calculate gravel quantities for royalty payment to Bristol Bay Native Corporation.
