HDL provided engineering design and construction administration services to resurface the existing runway, taxiway, and apron with crushed aggregate surface course, and replace the airport lighting system. Innovative and cost-effective solutions mitigated the high cost of barging the crushed aggregate surface course by screening and blending fractions of the finer local surfacing with an imported coarse crushed aggregate. The resulting blend met the Federal Aviation Administration approved specification, and reduced the estimated construction cost from approximately $14 million to $8.2 million. Airport lighting upgrades included new medium intensity lighting system, a new lighting vault, a new generator enclosure houses with 40 kW standby generator and automatic switchgear.
The airport had to remain operational with minimal disruption to scheduled air carriers during construction. HDL worked with the North Slope Borough, the oil companies, air carriers, and the Federal Aviation Administration to develop a detailed Construction Safety and Phasing Plan that allowed continued, safe operation of the airport throughout construction.
