HDL was responsible for planning, design, and construction administration of a new co-located 780,000-gallon bulk fuel facility for the Alaska Village Electric Cooperative, Bering Straits School District, community of Stebbins. The project also included design of a new 1.8 MW power plant and 900 kW wind turbine generator serving the combined electric load for the communities of Stebbins and St. Michael.
This project paved the way for AVEC to transition from a "modular" style power plant to a modern single building power plant design that that they have since adapted as the proto-type for future designs. The project also provided recovered heat from power generation to the neighboring water treatment plant. The tank farm was successfully completed in October 2012; the power plant was complete in spring 2014, and construction of the wind turbine is pending funding availability
